
The FAA’s Modernization of Special Airworthiness Certification rule—MOSAIC—changed the sport-pilot framework in two related phases. The sport-pilot operating changes became effective October 22, 2025. They replaced the old rule that generally confined sport pilots to aircraft meeting the former light-sport definition with performance and design criteria in 14 C.F.R. § 61.316. Separate light-sport category aircraft certification changes became effective July 24, 2026.[1][2]
The practical result is a broader pool of potentially qualifying aircraft, including airplanes with as many as four certificated seats, retractable landing gear, or a manually controllable-pitch propeller when the aircraft and pilot meet the rules. MOSAIC did not remove the one-passenger limit, turn sport pilot into private pilot, guarantee that every model qualifies, or eliminate training and medical conditions. Exact aircraft eligibility and pilot endorsements still require careful review.

What MOSAIC means
MOSAIC stands for Modernization of Special Airworthiness Certification. The final rule is broader than pilot privileges: it also updates aircraft certification pathways and consensus-standard use. For a prospective sport-pilot student, however, the most immediate question is which aircraft a person may operate and what additional qualifications are required.[1]
Before MOSAIC, the “light-sport aircraft” definition was the central boundary for sport-pilot operations. That definition included takeoff-weight, seating, speed, landing-gear, engine, and propeller limitations. MOSAIC removed the defined-term dependency for sport pilots and placed the relevant operating-aircraft criteria in § 61.316.[3][5]
This distinction matters. “Light-sport aircraft” remains an airworthiness and certification concept in other contexts, while “aircraft a sport pilot may operate” is now a Part 61 question. An older, standard-category airplane does not become a light-sport category aircraft merely because it can be operated under sport-pilot privileges.
Effective dates
The final rule was published on July 24, 2025.[1] The FAA identifies two main implementation dates:
- October 22, 2025: changes affecting sport pilots, flight instructors with a sport-pilot rating, repairmen, maintenance, and certain operating provisions became effective.
- July 24, 2026: updated rules for certification of aircraft in the light-sport category became effective.[1][2]
Those dates should not be collapsed into a single “MOSAIC effective date.” A statement about what a sport pilot could fly on October 22, 2025 may be correct even though a statement about when a manufacturer could certificate a newly designed aircraft under the expanded light-sport category framework points to July 24, 2026.
Any planned article publication after this draft date should confirm whether FAA implementation guidance, advisory circulars, practical-test standards, or interpretations have changed.

The table is a planning summary. The regulation contains category-specific rules, exceptions, and definitions that must be checked for the actual aircraft and operation.
The performance and design approach
For airplanes, § 61.316 focuses on the aircraft’s characteristics since original certification. Among the central conditions are:
- a VS1 stall speed not greater than 59 knots calibrated airspeed at maximum certificated takeoff weight and the most critical center of gravity;
- not more than four certificated seats;
- a nonpressurized cabin;
- no requirement for a type rating; and
- conformity with the other listed design limits for the applicable aircraft category.[5]
The words “since original certification” prevent an owner from modifying an otherwise ineligible aircraft after certification merely to cross the sport threshold. A later modification also can affect configuration and performance review. The current aircraft records, approved flight manual or operating handbook, type certificate data, supplemental type certificates, weight-and-balance information, and relevant FAA guidance can all matter.[4][5]
There is no reliable one-line rule based solely on gross weight, marketing name, or number of seats. MOSAIC intentionally moved the pilot-operating boundary toward performance and design, but that requires better documentation—not guesswork.
Four seats versus one passenger
One of the most visible changes is that a qualifying airplane may have as many as four certificated seats. Section 61.315 still prohibits a sport pilot from carrying more than one passenger.[5]
That means the allowable occupants are normally the pilot and one passenger, even if two rear seats are installed. Empty seats do not make the flight illegal; using them for additional people would. The aircraft must also be loaded within its approved weight and center-of-gravity envelope.
The seat distinction has practical training value. A widely available four-seat trainer may now be potentially usable for sport training and later private training, subject to exact eligibility, school policy, and insurance. It does not make sport privileges equivalent to the family-carrying flexibility of a private-pilot certificate.
Increased aircraft availability—potential, not a guarantee
The performance framework potentially opens more standard-category trainers and personal airplanes to sport pilots. “Potentially” is the important word. Availability depends on several layers:
- The particular aircraft must meet § 61.316.
- The pilot or student must hold the appropriate category and class privileges.
- Required feature, speed, airspace, and night endorsements must be in place.
- The aircraft must be airworthy and appropriately equipped for the operation.
- The owner, school, and insurer must permit the use.
- A qualified instructor must be willing and available to provide the training.
MOSAIC changes the federal envelope; it does not compel every school to offer sport training in every qualifying airplane. Insurance underwriting, student-solo policies, maintenance support, instructor qualifications, dispatch reliability, and practical-test availability continue to shape real access.
New capabilities still require training
Higher-speed airplanes
Section 61.327 uses airplane VH, the maximum speed in level flight with maximum continuous power, as the trigger for additional training and endorsements. Separate provisions apply for airplanes with VH not greater than 87 KCAS and greater than 87 KCAS. A pilot should use approved data for the particular airplane and current endorsement guidance.[4][5]
Retractable landing gear and controllable-pitch propellers
Section 61.331 requires ground and flight training plus an instructor endorsement before a sport pilot acts as pilot in command of an airplane with retractable landing gear or a manually controllable-pitch propeller.[5] An endorsement is not automatic because the pilot trained in another airplane with superficially similar controls.
Controlled airspace and towered airports
The established § 61.325 training and endorsement requirement remains relevant to operations in Class B, C, or D airspace and at airports with an operating control tower. The training includes applicable airspace rules, radio communications, systems, and specified landings.[5]
Night
Section 61.329 now provides a night path. It includes ground and flight training, a night cross-country flight, full-stop takeoffs and landings, an instructor endorsement, and an additional medical condition. Night use is an earned privilege, not a general removal of the former limitation.[5]
Medical implications
MOSAIC did not make the driver’s-license pathway universal. For many eligible daytime sport operations, a current and valid U.S. driver’s license may be used instead of an FAA medical certificate, subject to §§ 61.23 and 61.303. Prior application outcomes and current medical fitness remain relevant.[5]
The night endorsement has its own rule. A sport pilot exercising night privileges must hold at least a third-class medical or use a driver’s license while meeting the conditions for BasicMed operations under § 61.113(i), in addition to completing night training and receiving the endorsement.[5]
MOSAIC should never be presented as a way around medical-safety duties. Section 61.53 continues to prohibit any pilot from operating when the person knows or has reason to know of a medical condition that would make the operation unsafe.
What MOSAIC did not change
MOSAIC did not:
- allow a sport pilot to carry more than one passenger;
- authorize compensation or hire or flight in furtherance of a business;
- guarantee that every Cessna 172, Piper PA-28, or other named model qualifies;
- make a later aircraft modification able to erase the “since original certification” requirement;
- grant a sport pilot an instrument rating or instrument-flight privileges;
- remove controlled-airspace endorsement requirements;
- make school or insurance restrictions disappear;
- guarantee access to a suitable aircraft, instructor, or examiner;
- turn a four-seat airplane into authority to carry four occupants; or
- establish LaunchPoint’s aircraft, airport, rates, instructors, insurance, or opening date.
A careful way to use the new framework
For a prospective student, the best use of MOSAIC is not to begin with a model list. Begin with the mission and work outward:
- Identify day or night, passengers, distance, airspace, and future certificate goals.
- Confirm personal eligibility under the current medical-document rules.
- Identify an aircraft actually available for dual instruction and student solo.
- Verify its § 61.316 eligibility from approved data and original configuration.
- Identify any speed, gear, propeller, airspace, or night endorsements.
- Confirm school and insurer policies in writing.
- Confirm maintenance support and examiner access.
- Recheck current FAA guidance before solo, practical testing, and later new-aircraft operations.
